Job Summary
The Chief Information Officer (CIO) will serve as the first Board-level leader for digital and data, driving the transformation of NHS care by maximizing digital innovation and promoting care delivery at home. This role will influence the lives of 3.2 million people, covering half of the East of England, as part of the newly established group model between Cambridgeshire Community Services NHS Trust and Norfolk Community Health and Care Trust, commencing April 2025.
The CIO will lead the development and implementation of a strategic vision for digital technologies, IM&T, data, and business intelligence, fostering an environment of innovation, improving patient experience, enhancing staff engagement, and maintaining a secure digital ecosystem.
Main Duties
Corporate Leadership
- Contribute to the strategic and operational agenda, focusing on improving population health outcomes and reducing health inequalities.
- Drive continuous improvement in safety, quality, and sustainability of services.
- Provide accurate and timely information for Board decisions, ensuring compliance with governance and financial regulations.
- Foster positive relationships with partners and external stakeholders to encourage collaboration.
- Participate in the executive on-call rota and support the Group’s reputation as an employer of choice.
Digital Strategy and Transformation
- Lead the development of the Group’s digital vision and strategy, championing digital innovation and inclusion.
- Oversee the modernization of ICT infrastructure, ensuring risk mitigation and regulatory compliance.
- Implement information governance, cyber security, and business continuity policies.
- Drive digital transformation by integrating new technologies, including AI, into clinical and administrative functions.
Data and Analytics
- Ensure the effective use of data to support decision-making and quality improvement.
- Promote a data-driven culture, enabling access to high-quality business intelligence for all stakeholders.
Directorate Responsibilities
- Provide exemplary leadership and ensure the achievement of annual objectives.
- Oversee the directorate’s budget, contributing to organizational cost improvement plans.
- Maintain high standards of governance, security, and confidentiality for all digital and data initiatives.
Person Specification
Qualifications
Essential: Evidence of ongoing professional development.
Desirable: Master’s degree or equivalent postgraduate qualification or experience.
Experience
Essential
- Demonstrated experience as a digital leader in a complex organization.
- Proven track record in leading significant digital programs and developing high-performance teams.
- Experience in governance and procurement protocols.
Desirable: Experience in healthcare or related sectors.
Skills and Attributes

- Strong leadership, negotiation, and influencing abilities.
- Knowledge of advanced technology, including AI, and its governance requirements.
- Ability to lead large-scale change and foster innovation.

Other Requirements
- This role requires a Disclosure and Barring Service (DBS) check under the Rehabilitation of Offenders Act (Exceptions Order) 1975.
