Job Overview
Liverpool University Hospitals and Liverpool Women’s Hospitals are seeking an IT Operations Manager. This critical role is responsible for the effective management of a complex IT estate and for planning future requirements. The ideal candidate will have extensive NHS management experience, including line management of Desktop, Technical Support, and Network Services teams. A proven track record in delivering complex technical solutions in a specialist IT environment and solid knowledge of IM&T is required.
The role includes participation in an on-call rota, with the responsibility to address IT incidents critical to Trust operations outside of normal working hours. This may involve visiting patient areas such as wards, labs, theatres, and AEDs.
Main Duties of the Job
- Oversee the strategic development, operation, and maintenance of hospital site support functions, including Desktop Support and Service Desk support teams.
- Manage staff and resources across teams and ongoing projects, ensuring infrastructure remains accessible and secure.
- Collaborate with service users to drive service improvements, regularly communicating with Digital Teams.
- Influence and implement digital technology plans aligned with business objectives.
- Ensure robust capacity planning procedures to maintain future resilience of operational services.
- Prepare strategic papers detailing growth projections, investment points, and options.
- Provide technical guidance and advice to management and users, producing verbal and written technical and non-technical reports.
- Ensure timely handling of all service support requests and system changes, proactively promoting effective use of available facilities.

Detailed Job Description and Responsibilities
- Act as the main point of contact for the escalation of IT issues from Trust staff and serve as the liaison between Trust staff and Digital Services teams.
- Drive continuous service improvement across all service areas to enhance service delivery.
- Develop and implement digital technology plans to meet business objectives.
- Ensure effective capacity planning for long-term service resilience.
- Prepare strategic documents outlining growth projections and investment considerations.
- Provide technical advice and guidance to management, producing detailed reports on system status.
- Ensure prompt handling of user service requests and system changes, while promoting efficient use of available facilities.
Person Specification
Qualifications
Essential
- Relevant first degree or equivalent experience
- Relevant Masters or higher qualification or equivalent experience
- ITIL Service Desk, Incident, and Problem Management Qualification (Red Badge or equivalent)
Desirable
- Formal project management qualification (PRINCE2 or MSP Practitioner)
- Microsoft Certified Systems Engineer
Experience
Essential
- At least 5 years of relevant NHS management experience, including direct line management of Desktop, Technical Support, and Network Services teams
- In-depth knowledge of IM&T, with substantial experience in senior management positions within IM&T, including implementation and change management
- Extensive experience delivering complex technical solutions in a specialist IT environment
- Experience supporting and monitoring major IM&T systems in the NHS, particularly in service transfers
- Knowledge of NHS financial management principles
- Experience in managing financial and physical assets, including budgeting and authorising purchases of IM&T equipment
