The Human Tissue Authority (HTA) is looking for a dedicated Records Management & Information Governance Lead to join their team. This pivotal role supports the HTA’s mission to ensure the safe and ethical use of human tissue, bolstering public and professional trust. The HTA oversees the regulation of human tissue usage for various purposes, including research, medical treatments, post-mortem examinations, teaching, and public display. It is also responsible for approving organ and bone marrow donations from living individuals. Operating under the Human Tissue Act 2004, the HTA is an independent regulatory body funded by the Department of Health and Social Care. The Chair and Board members are appointed by the Secretary of State for Health, combining laypersons and professionals from relevant fields, supported by a team of 50 staff members.

Joining the HTA as a Records Management & Information Governance Lead is a unique opportunity to shape and lead the organization’s records management and information governance strategies. Reporting to the Data, Technology, and Development (DTD) Project Manager, you will be the expert guiding the HTA on records management, data protection, and information governance. Your role will involve developing a comprehensive framework to ensure compliance with national standards and best practices. You will also manage the annual NHS data protection and security toolkit assessment and handle personal data breaches, Subject Access Requests, and reporting to the Information Commissioner’s Office.

Responsibilities Include:

  • Lead and oversee records management, information governance, and data protection efforts across the HTA.
  • Develop and implement a robust framework to ensure compliance with relevant national standards.
  • Manage and complete the annual NHS data protection and security toolkit assessment.
  • Handle personal data breaches and Subject Access Requests, reporting to the Information Commissioner’s Office when necessary.
  • Set priorities for the team and manage risks related to records management and data quality.

What You Bring:

We are seeking candidates with a background in healthcare who possess extensive experience in records management and information governance. You should have a solid understanding of data protection laws, including UK GDPR/Data Protection Act 2018, and other relevant legislation. Key qualifications include:

  • Experience in managing Subject Access Requests and data protection incidents.
  • Knowledge of developing and reviewing information sharing agreements.
  • Expertise in leading Data Security & Protection Toolkit (DSPT) assessments.
  • Ability to provide expert advice on data protection and impact assessments.
  • Experience in managing workloads, risk, and engaging with senior stakeholders and external agencies.

The ideal candidate will be an excellent communicator, both written and oral, and capable of working within procedural and governance frameworks. You will have a track record of building strong relationships with internal and external stakeholders, promoting a unified approach to data management.
