Job Summary
Torbay and South Devon NHS Foundation Trust is seeking an experienced Data Engineering Analyst to lead the migration of our data management services in preparation for the upcoming implementation of a new Electronic Patient Records (EPR) system, scheduled for April 2026. The successful candidate will play a pivotal role in ensuring a seamless transition to a new data warehouse environment and the establishment of a customer-focused business intelligence service delivery model. You will bring your expertise in SQL Server databases, ETL processes, and data model design to support our commitment to delivering high-quality, secure, and accessible data services that will drive informed decision-making and operational excellence across the Trust. This role offers flexibility with UK-based remote working options and part-time hours possible.

Key Responsibilities

  • Collaborate with Information Team Leads to understand service needs and translate them into actionable data solutions.
  • Develop and execute a comprehensive data migration strategy, ensuring the seamless transition and decommissioning of legacy infrastructure.
  • Create a detailed migration roadmap, outlining milestones, timelines, and resource allocations.
  • Allocate resources effectively to meet project goals and overcome challenges during migration.
  • Identify and implement methods for efficient, scalable cross-organization data transfer.
  • Provide hands-on technical guidance to EPR reporting workstream leads.
  • Develop, test, and implement disaster recovery plans for the new data environment.
  • Lead the adoption of new tools and frameworks to enhance team efficiency and system performance.
  • Implement processes to monitor, troubleshoot, and improve data workflows in the new infrastructure.
  • Catalog non-Epic existing data sources and prepare them for migration.
  • Set up and configure the Trust’s new data warehouse, including networking, security, and access controls.
  • Establish data security, compliance, and governance policies for the new data environment.
  • Define roles and responsibilities for data access and usage, ensuring proper governance.
  • Map and migrate database schemas (tables, views, indexes) to the new platform, ensuring compatibility.
  • Validate and transform data during migration to meet the requirements of the new system.

Technical Requirements

Essential Qualifications

  • Master’s degree (or equivalent knowledge and experience) in Health Informatics or a related field.
  • SQL professional certification.
  • Evidence of continuous professional development in health informatics and business intelligence technologies.
  • Management qualification or evidence of professional development in staff management and coaching.

Desirable Qualifications

  • Prince 2 or Agile Project Management Certification.
  • Microsoft SQL Server certification.

Knowledge and Experience

Essential

  • Extensive experience in healthcare data management, ideally within the NHS or healthcare sector.
  • In-depth knowledge of healthcare service delivery models and information standards for Adult Social Care, Community, and Acute services.
  • Proven experience in developing data solutions for healthcare capacity and demand planning.
  • Strong proficiency in SQL, including writing, troubleshooting, and performance tuning complex SQL scripts.
  • Experience in designing and developing data models from complex healthcare data sources, applying industry standards for reporting services.
  • Experience with the implementation and upgrading of database systems, particularly in redesigning patient care systems.

Desirable

  • Experience with Electronic Patient Records (EPR) systems.
  • Familiarity with database migration strategies and tools in healthcare environments.
